Jelqing to get a bigger penis usually starts with a warm up routine, in which the muscles of the penis are warmed by either having a hot bath, or by wrapping the penis in hot towels. Once the penis is warmed up sufficiently and is in a semi-erect state, the exercises can begin.
Lubricate the shaft of the penis and form a "OK" sign with your hand.
Now place the OK sign around the shaft of the penis and perform a milking action in one direction only from the base of the penis towards the head.
Perform this movement 100 to 200 times and then stop, clean up and off to work.

It is important, in these jelqing penis exercises, that the penis is neither flaccid or erect. The semi erect state allows for maximum enlargement which is achieved by forcing blood from the base of the penis towards the head, thus forcing a swelling action and subsequent cell division and multiplication which will cause enlargement. care should be taken not to be tempted to ejaculate. If you feel ejaculation approaching, stop for awhile until the feeling passes and then continue.

Whilst jelqing to get a bigger penis does produce some good results, I personally am not in favour of this amateur exercise routine as published by these sites for a few simple reasons.

1) There is no clear cut routine and many people add their own little interpretation, resulting in a system that is not optimised for results.

2) It is fairly time consuming taking half to one hour a day of hands on work.

3) The enlargement process concentrates on the front end of the penis, with little action taking place at the base of the penis, resulting in an end result of a somewhat mushroom shaped penis.

4)  The exercise routine is not clinically tested and could result in an aggravation to scar tissue if this exists.
